CAA Statutory Charges Consultation 2026/27

Introduction

The Civil Aviation Authority (CAA) is consulting on proposed changes to its Scheme of Statutory Charges for the period 2026/27, with new charges planned to take effect from 1 April 2026. These charges fund the CAA’s core regulatory activities, including safety oversight, consumer protection, innovation, and organisational resilience.

This consultation is running for six weeks and will close at midnight on 22 December 2025.

CISHA is sharing this consultation to support awareness for communities and stakeholders affected by aviation regulation, including those impacted by Heathrow Airport operations.

Why This Matters

The proposals include increases in statutory charges across multiple aviation sectors. The CAA states that these increases are necessary to:

  • Strengthen consumer and passenger protection

  • Enhance regulatory capacity and resilience

  • Support innovation and emerging aviation technologies

  • Ensure long-term sustainability of regulatory functions
