DEFRA Biodiversity net gain (BNG) for nationally significant infrastructure projects

The government is committed to delivering sustainable economic growth through the development of high-quality, nature-positive infrastructure. As part of this ambition, the introduction of BNG for major infrastructure projects will ensure that new developments enhance, rather than diminish, natural habitats.

What is BNG?
Biodiversity Net Gain is a planning approach that ensures a development has a measurable positive impact on biodiversity compared to the state of the environment before the project began. It requires the creation or improvement of natural habitats as part of the development process.

What is proposed?
The government proposes to make BNG a requirement for NSIPs from May 2026. This would establish a clear framework to ensure major infrastructure projects - including airports - leave the natural environment in a better state, supporting the legally binding targets set by the Environment Act 2021.

Why is this important?
Introducing BNG at the infrastructure level will not only help restore biodiversity but also deliver benefits for climate resilience and environmental sustainability in and around major national infrastructure developments like Heathrow.
