CAP3286: Heathrow capacity expansion – update on the approach to the regulatory framework

Overview

The Civil Aviation Authority (CAA) has published an update on the approach to the regulatory framework that could apply to any future capacity expansion at Heathrow Airport.

This follows the CAA’s earlier consultation on a shortlist of regulatory models (CAP3251), which considered possible approaches to regulating Heathrow expansion and sought views from stakeholders on the options being explored.

CAP3286 sets out the CAA’s updated views on the regulatory models it is considering and invites stakeholder views on the next steps in developing the framework, including whether there are additional areas of analysis that should be undertaken.

What is the CAA consulting on?

The CAA is seeking stakeholder views on:

• the proposed areas of work to develop the regulatory framework;

• whether any additional analysis should be undertaken; and

• issues that should be considered as the framework is developed further.

Responses will help inform a more detailed work plan, which the CAA intends to publish in September 2026.

Why is this important?

The regulatory framework is one of several workstreams supporting the wider Heathrow expansion programme.

While planning policy, regulatory arrangements and community engagement are separate areas of work, they will each play an important role in shaping how any future expansion proposals are considered and progressed.
